Xcode is not found when launching Unity with only tvOS module

Steps to reproduce:

1. Add/install only tvOS module

2. Create new or open existing project

3. Go to File > Build Settings

Actual results: Installed Xcode is not found

Expected results: Installed Xcode is found and selection field is visible

Reproducible with versions: 2021.3.36f1, 2022.3.21f1, 2023.2.14f1, 2023.3.0b11, 2024.1.0a1
