There are a number of reasons we make this decision, including the impact and severity of the issue across our user and customer base, and the possibility that HDRP is in maintenance mode, and that a workaround for the bug is available. How to reproduce:
1. Open the attached “IN-145692_Unity_ReflectionBlendingTest.zip” project
2. Open Assets/Scenes/SampleScene
3. Enter Play mode
4. Observe the orb in the scene view (until hard-flip, ~20 seconds)
5. Notice how reflection on orb changes

Actual result: Every second cycle the reflection hard-flips instead of blending
Expected result: Reflections blend smoothly between the two probes every cycle

Reproducible with: 6000.0.0f1, 6000.0.78f1, 6000.3.18f1, 6000.5.1f1, 6000.6.0a7

Reproducible on: Windows 11 (25H2)
Not reproducible on: No other environments tested
