Issue no longer reproduces.

Steps to reproduce:
1. Open any Unity project
2. Go to Help>Manage License
3. Click Return License on your active license in the Hub window that pops up
4. Switch back to Unity

Reproducible with: 2023.2.0a17, 2023.3.0a5

Tested using Ubuntu 22.04
Reproducible with both Vulkan and OpenGL APIs
