Warning "Failed to insert item" is logged when Assigning Project to Organization's Project in the Project Settings

Steps to reproduce:

Create a new 3D URP Project
Open the Project Settings Services Panel and set Organization to one with lots of Projects in it
Link it to one of the Projects

Actual results: Warning "Failed to insert item. Menu item insert limit is reached.
Name: My project 2026-04-07_14-18-37, Command: 1168" is logged

Expected results: No Warning is thrown as Project is set correctly

Reproducible with versions: 6000.0.0f1, 6000.0.75f1, 6000.3.16f1, 6000.4.8f1, 6000.5.0b9, 6000.6.0a5
