Not all of the Profiler Modules can be reordered

Reproduction steps:
1. Create a new project
2. Open Profiler (Window > Analysis > Profiler)
3. Observe Profiler Modules

Actual result: Only CPU Usage, GPU Usage, UI, Realtime GI and Asset Loading Profile Module items can be reordered
Expected result: All Profile Module items can be reordered

Reproducible with: 2021.3.58f1, 2022.3.68f1, 6000.0.60f1, 6000.2.8f1, 6000.3.0b7, 6000.4.0a3

Reproduced on: Ubuntu 24.04, macOS Sequoia 15.4 (M4)
