Rendering Debugger - GPU Resident Drawer - Better feedback when some settings can not be modifed

Steps to reproduce:

1. Open Rendering Debugger, with HDRP or URP without GPU Resident Drawer Enabled

2. Modify any checkbox on the GPU Resident Drawer tab.

3. See that when clicking nothing happens. No warning, nothing is shown to the user.
