Context Menu does not show up immediately when right-clicking items in the Input Actions window

Closing since this version is not supported anymore, and there is another port to track 2021.3 which is the supported version

2019.4 LTS has reached end-of-life. This port is cancelled.

Reproduction steps:
1. Download and open the attached project: "case_131990"
2. Open the Input Actions file called "Test" in the Assets folder
3. Try to right-click on any of the Action Maps or Actions

Expected result: The Context Menu shows up immediately
Actual result: The Context Menu requires two right-clicks to show up

Reproducible with: Input System 1.0.2, 1.1.0-preview.3 (2019.4.25f1, 2020.3.6f1, 2021.1.5f1, 2021.2.0a15)
Could not test with: 2018.4.34f1 (Newest versions of Input System are not available)

Notes:

Tested on Ubuntu 18.04
Not reproducible on macOS and Windows
