In 2023.1 forward, we now create a blank Text Settings if your Panel Settings doesn't have one. Before, we would use the Editor Text Settings, which is not representative of the result you would get in a Player (this is not accessible on a build). This blank Text Settings doesn't have a fallback assigned, thus resulting in the infinity sign not being found.

Reproduction steps:
1. Open the attached “BugRepro” project
2. Open the “Scenes/SampleScene” Scene
3. Observe the Game View

Expected result: The “UI” GO displays infinity symbols (∞)
Actual result: The “UI” GO does not display infinity symbols

Reproducible with: 2023.1.0a20, 2023.1.20f1, 2023.2.3f1, 2023.3.0a17
Not reproducible with: 2021.3.33f1, 2022.3.15f1, 2023.1.0a19

Reproducible on: Windows 10
Not reproducible on: No other environment tested

Note:

Open the “Screen.uxml” Asset in the UI Builder window and the infinity symbols are visible
