Perforce Swarm review request comes with an error when creating the non-cross-host ticket

Reproduction steps:
1. Log out from P4V (if you are logged in, to invalidate the current perforce ticket)
2. Open the attached project “PerforceTest“
3. Open Edit > Project Setting > Version Control
4. Set up Version Control for Perforce
5. Open P4V and request a new Swarm review
6. Observe an error

Expected result: Request for a new Swarm review completed successfully
Actual result: Request for a new Swarm review finishes with an error

Reproducible with: 2020.3.45f1, 2021.3.19f1, 2022.2.7f1, 2023.1.0b4, 2023.2.0a2

Reproducible on: Intel MacOS Ventura 13.1

Note:

• Unity should create a cross-host ticket with the command "p4 login -a" instead of using the command "p4 login" command.
