Windows Key + M minimize shortcut does not work when FullScreenMode is set to FullScreenWindow

How to reproduce:
1. Open the attached project “WindowsKey_M_Test_2021.zip”
2. Open Assets/Scenes/SampleScene.unity
3. Open File>Build Settings…
4. Click Add Open Scenes
5. Build And Run the project
6. Click the “FullScreenWindow” button
7. Press Windows Key + M on the keyboard

Expected results: The Player is minimized
Actual results: The Player is not minimized
