Remove option is not available when multi selecting custom packages

This is as designed since removing a 'Custom' package is not a safe operation. It is not reversible.

Steps to reproduce:

Open the attached project
Open the Package Manager window
Select the test and test1 custom packages
Observe the presented options

Actual results: Even though both packages can be removed when selected individually, the remove option is not present after multi-selecting both packages

Expected results: The remove option is present after multi-selecting both packages

Reproducible with versions: 2022.3.65f1, 6000.054f1, 6000.1.15f1, 6000.2.0b12, 6000.3.0a4

Tested on (OS): macOS 15.5, Ubuntu 24
