Domain Reload loading popup is dark when Editor Theme is set to "Light"

Steps to reproduce:

1. Create a new Unity project using the Universal 3D template
2. Set the Editor Theme to "Light" in the Preferences window
3. Create a new MonoBehaviour Script (Assets > Create > MonoBehaviour Script)
4. Observe the domain reload popup

Actual results: The domain reload popup remains dark themed

Expected results: The domain reload popup matches the Editor's set theme

Reproducible with versions: 2021.3.51f1, 2022.3.62f1, 6000.0.50f1, 6000.1.6f1, 6000.2.0b5

Tested on (OS): macOS Silicon Sequoia 15.3
