Drag-selecting on Tilemap GameObject outside of Scene view causes the selection mode get stuck on mouse

Steps to reproduce:

1. Create a new 2D project
2. Create a new 2D Tilemap in the Hierarchy
3. Open the Tile Palette window
4. Enable the "Select" tool in the Tile Palette window
5. Click and drag any cell on the Scene view outside of the Scene view
6. Release the mouse
7. Drag the mouse over the Scene view again
8. Observe the Scene view

Actual results: Selection is stuck on the mouse until the grid is clicked on

Expected results: The Tilemap is not in selection mode anymore

Reproducible with versions: 2023.2.0a1, 6000.5.0b4, 6000.6.0a2

Tested on (OS): Windows 11 Pro (25H2)
