Vector Graphics fails to update when a project containing an older version of the package is updated to a newer Editor version

How to reproduce:
1. Open the attached project "IN-130679"
2. Observe the Console and the Package Manager windows

Actual result: "com.unity.vectorgraphics: Package [com.unity.vectorgraphics@3.0.0-preview.1] cannot be found" Error is shown
Expected result: No Errors are shown and the package is updated to version 3.0.0-preview.2

Reproducible with: 6000.3.0a5 (f9a1fab5607a), 6000.3.5f1
Not reproducible with: 6000.0.66f1, 6000.3.0a4, 6000.4.0b5, 6000.5.0a5
Fixed in: 6000.3.6f1 (732c1ec89f18)

Reproducible on: Windows 11
Not reproducible on: No other environments tested

Workaround: Updating the Vector Graphics package manually in the Package Manager

Note: The attached project before the Editor version change has verison 2.0.0-preview.25 of the Vector Graphics package installed
