Asset Settings Helper have settings that don't highlight

Repro:

1. Create a new HDRP project.
2. Go to Package Manager > High Definition RP > Samples and import Water Samples.
3. Open one of the Water Samples scenes.
4. On the Asset Settings helper, try clicking "Enable SSR", "Enable SSR on Transparent" or "Enable Volumetric Clouds"

Expected: The corresponding setting should be highlighted.
Actual: The search bar is highlighted, no setting is scrolled to. Having trouble finding the setting that needs to activated, can't find SSR.

Reproducible in: 2023.2.0b7 (16.0.3), 2023.2.0a7 (16.0.0).
Didn't find water samples in 2023.1.0a6 (15.0.0), 2022.3.7f1 (14.0.8), marking as not a regression.
