Steps to reproduce:
1. Open the attached user's project "InputRumblePerformanceBug.zip"
2. Connect a BT receiver to your PC
3. Pair your Xbox Controller (Model 1708) with the BT receiver
4. Note the Console Message that it successfully connected
5. Enter Play Mode and open Profiler with Deep Profiling enabled
6. Unplug the BT receiver and observe the first big call
7. Replug the BT receiver and observe the continuous calls made by NativeInputSystem.IOCTL taking ~250ms
Expected results: NativeInputSystem.IOCTL does not take 250ms when reconnecting a BT receiver
Actual Results: NativeInputSystem.IOCTL taking ~250ms when reconnecting a BT Receiver
Reproducible with: Input System 1.4.4, 1.6.3, 1.7.0, 1.8.0-pre.1 (2021.3.31f1)
Not reproducible on: Input System 1.6.3, 1.7.0, 1.8.0-pre.1 (2022.3.11f1, 2023.1.17f1, 2023.2.0b14, 2023.3.0a10)
Reproducible on: Windows 10, Windows 11
Not reproducible on: No other environment tested
Notes:
-Could not reproduce on any other Xbox Controller besides Model 1708
-Note that this also happens when the Xbox controller is low on battery and is disconnecting and reconnecting frequently, which causes large periods of degraded performance
-Issue is also reproducible in build
-Issue is not reproducible when disconnecting and reconnecting the controller via cable
