Tooltip appears too low when hovering over partially visible image

How to reproduce:
1. Open the attached “6000.2-UI” project
2. In the toolbar, Navigate to Demo > Tooltip
3. Resize the newly opened window, so that green image is partially visible
4. Hover mouse cursor over the green image
5. Observe the Editor

Expected result: The tooltip appears just below the visible part of the image
Actual result: The tooltip appears just below the full size of the image
