How to reproduce:
1. Open the attached "ProjectAuditorVersionBug.zip" project
2. Go to Edit → Preferences → Project Auditor and ensure that “Analyze Package Contents for Issues” is enabled
3. Go to Window -> Analysis -> Project Auditor
4. In the opened Project Auditor window, press "Start Analysis"
5. Press on "Project" under “Summary” on the left of the window
6. In the list of issues, press on the arrow next to "com.unity.project-auditor"
7. Observe the issue list
Actual result: Project Auditor suggests to update to a lower package version: "Package 'com.unity.project-auditor' could be updated from version '1.1.0' to '1.0.2'"
Expected result: Project Auditor does not suggest to update to a lower package version
Reproducible with: 2023.2.0a1, 6000.0.71f1, 6000.3.11f1, 6000.4.0b12, 6000.5.0a9, 6000.6.0a1
Could not test with: 2023.1.0a1 (Project Auditor throws errors and does not analyze the project)
Reproducible on: Windows 11
Not reproducible on: No other environments tested
Note: In versions 6000.4.X and above, Project Auditor is not a separate package. The issue can instead be reproduced by installing another package with the recommended version in Package Manager being lower than the latest.
