Steps to reproduce:
1. Open any HDRP-enabled project
2. Create a new Post Processing volume asset (Assets>Create>Rendering>HDRP C# Post Process Volume)
3. Go to Project Settings (Edit>Project Settings)
4. Select HDRP Global Settings
5. Scroll down to the end of the Volume list to find the post-process volume from step 2 (under Post-processing/Custom)
6. Click Open next to the “This Custom Postprocess is not registered in the Global Settings”
Expected result: clicking Open focuses the correct location of the Project Settings window
Actual result: clicking Open begins slowly scrolling down and the window remains stuck in scroll mode even after receiving another scroll event (e.g. scrolling up)
Reproducible with: 2023.2.0a9 - 16.0.1; 2023.2.0a23 - 16.0.2; 2023.2.0b14 - 16.0.3, 2023.3.0a10 - 17.0.1
Earlier versions did not have this option in the project settings.
Tested using MacOS and Windows 10.
