How to reproduce:

Create and open a new project
Create and open a new UI Document in the UI Builder window
Add a Visual Element to the Hierarchy in the UI Builder window
Expand some tabs at the top until the Inspector becomes scrollable
Scroll down one click
Below other expanded tabs, expand one such tab that, when expanded, does not render completely vertically (extends beyond the UI Builder view)
Make any change (Don’t scroll down past the bottom of the current expanded tab)
Save the changes (with CTRL + S)
Observe the Inspector in the UI Builder window
Expand one tab lower and repeat steps 6-9, and observe

Expected result: The Inspector does not automatically scroll up
Actual result: The Inspector automatically scrolls up to the top in step 9

Reproducible in: 2023.1.0a1, 6000.0.60f1, 6000.2.10f1, 6000.3.0b8, 6000.4.0a3

Reproduced on: Windows 11 Pro (24H2)
Not reproduced on: No other environment tested

This bug should reproduce
Most of the time, the scrollbar returns to its previous position
