Packages folder in the Project Browser can be exported as an Asset Package when the Project has just been opened

Steps to reproduce:

1. Create a new URP 3D Project
2. In the Project Browser select and right click the "Packages" folder in the Hierarchy
3. Hover cursor over the option "Export"
4. Observe the available options
5. Wait for 2-5 minutes
6. Observe the available options again

Actual results: For a while the option to Export the Packages Folder as Assets is available

Expected results: The option is not available when opening the context menu for the Packages folder

Reproducible with versions: 6000.3.10f1, 6000.4.0b10, 6000.5.0a7

Can’t test with versions: 6000.0.68f1 (Folder can always be exported as Package)

Tested on (OS): Windows 11, macOS 15
