Package window scrollbar vanishes on window resize and doesn’t reappear

This works as intended - we have 3 columns in the Package Manager window (comparing to 2 in the Project window) and this is a desired behaviour for the layered approach to the resizing. This way Package manager window could be resized to even smaller window.

Steps to reproduce:

Create a project
Go to Window -> Package Management -> Package Manager
Dock the window next to the "Game" view
Resize the engine so that the scrollbar would appear in the packages window and the Project window
Resize the engine and observe the result

Actual results: Package window scrollbar vanishes on window resize and doesn’t reappear

Expected results: The scrollbar should always stay visible as it is in the "Project" window

Reproducible with versions: 6000.0.63f1, 6000.2.13f1, 6000.3.0f1, 6000.4.0a5, 6000.5.0a2

Tested on (OS): macOS - Tahoe 26.1
