Missing GameObject name text above mouse cursor when dragging it

Steps to reproduce:

1. Create a new project
2. In the Hierarchy window, select any GO
3. Drag the GO out of the Hierarchy window
4. Observe the mouse cursor

Actual results: The mouse cursor does not display the small text/tooltip with the name of the GameObject being dragged.
Expected results: A small text displaying the name of the dragged GameObject appears near the cursor.

Reproducible with versions: 6000.5.0a5, 6000.5.0b2
Not reproducible with versions: 6000.5.0a4

Tested on (OS): macOS Tahoe 26.3.1 (M4), macOS Sequoia 15.7.4 (M1)

Note: Not reproducible with Hierarchy V1
