Fix issue where an infinite import error is thrown when modifying the contents of a "folder plugin".

How to reproduce:
1. Open the “IN-53340_bug-infinite-import“ project
2. In the Menu select Unity Support → Update Plugin
3. Observe the Console

Expected result: No errors are thrown
Actual result: Infinite import error is thrown

Reproducible with: 2021.3.23f1, 2021.3.30f1, 2022.3.9f1, 2023.1.12f1, 2023.2.0a16
Not reproducible with: 2021.3.22f1, 2023.2.0b8, 2023.3.0a4
Fixed in: 2023.2.0a17

Reproducible on: Windows 10, Windows 11
Not reproducible on: No other environment tested

Error: An infinite import loop has been detected. The following Assets were imported multiple times, but no changes to them have been detected. Please check if any custom code is trying to import them:
