"Runtime Error" is thrown when entering Play Mode

This is an issue with either the usage or integration of the OpenCV library. Unity cannot provide support for third party libraries.

How to reproduce:
1. Open the user's attached project
2. Enter Play Mode

Expected results: No errors are thrown
Actual results: "Runtime Error" is thrown

Reproducible with: 2021.3.40f1, 2022.3.38f1, 6000.0.11f1

Reproducible on: Windows 10 22H2
Not reproducible on: No other environment tested
