How to reproduce:
1. Create a new Unity project and install Visual Effect Graph package
2. In the project window, right-click -> Create -> Visual Effects -> Visual Effect Graph -> SImple Loop
3. In the Blackboard add any property
4. Make sure to set Blackboard size so not all information is seen
5. Observe the results
Expected results: The Blackboard can be scrolled horizontally
Actual results: The Blackboard can't be scrolled horizontally

Can't test with: 2022.3.56f1 (Different UI design)
