Black screen in Player when building the HDRP project with Vulkan Graphics API

How to reproduce:
1. Create a new HDRP project
2. Make sure to use the Vulkan Graphics API
3. Build and Run the project and observe the results

Expected results: The project is built correctly
Actual results: The project shows a black screen

Reproducible with: 6000.6.0a1
Not reproducible with:  6000.0.71f1, 6000.3.12f1, 6000.4.1f1, 6000.5.0a7, 6000.5.0b1

Reproducible on: Ubuntu 24, Windows 11
Not reproducible on: No other environment tested
