"List is empty" component in "Vulkan Device Filter" Inspector window has excessive spacing

Steps to reproduce:

Create a project
Go to "Assets" -> "Create" ->"Rendering" -> "Device Filters" ->"Vulcan Device Filter"
Select the asset to view it in the Inspector
Expand the "Preferred Graphics Jobs Filters" section
Observe the "List is Empty" section, which is displayed below the help box

Actual results: The section has too high spaces

Expected results: The gaps/spaces should be reduced

Reproducible with versions: 6000.3.10f1, 6000.4.0b10, 6000.5.0a8

Tested on (OS): macOS - Tahoe 26.3

Notes: The same issue occurs with the same component, displayed under the "Allow Filters" section.
