TODO Tool Called By Mistake

Steps to reproduce:

1. ask agent to create a design doc
2. ask agent to add a todo list at the end of the design doc

Actual results: agent calls CodeEdit to do so

Expected results: agent calls Todo tool to append the todo list to the doc and the todo UI pops up
