Active quality level set on a new Universal 2D project is not the default quality level when creating a new project

Steps to reproduce:

1. Create a new Unity project using the Universal 2D template
2. Open the Project Settings window (Edit > Project Settings)
3. Open the Quality tab in the Project Settings window
4. Observe the active and the default quality levels

Actual results: The active quality level is "Very low" while the default quality level is "Ultra"

Expected results: The active quality level on a new project is the default quality level

Reproducible with versions: 6000.1.5f1, 6000.3.15f1, 6000.4.6f1, 6000.5.0b7, 6000.6.0a4

Not reproducible with versions: 6000.0.74f1, 6000.1.4f1

Tested on (OS): MacOS Silicon Tahoe 26.3, Ubuntu 24.04
