Steps to reproduce:
1. Create new Unity project using Universal 2D Template
2. Open Tile Palette window
3. Create new Palette and new Tilemap
4. Create a Sprite in Project window and drag it in Tile Palette window
5. Open “Tilemap” dropdown menu
6. Move mouse on “Create New Tilemap” section for a second menu to open
7. Move the mouse on already available and selected Tilemap
8. Observe the menu windows
Actual results: Two identical menus open simultaneously when moving the mouse between "Create New Tilemap" and the selected Tilemap. One of the menus stacks on itself when hovering over its items. Both menus remain open until something else is focused in the Editor
Expected results: Identical menus should not open, menu window should not stack on itself
