Steps to reproduce:

Open any Project and select the a Scene header in the Hierarchy
Open the Undo History Window from General > Undo History
Press the Delete Shortcut and observe the Undo History

Actual results: Deleting while a Scene is selected in the Hierarchy does nothing, but a "Select Scene" undo entry is recorded, undoing with this entry present adds unnecessary undo steps for Users

Expected results: Operation that does nothing is not recorded to Undo History

Reproducible with versions: 6000.0.77f1, 6000.3.16f1, 6000.4.12f1, 6000.5.0f1, 6000.6.0a7

Tested on (OS): Windows 11
