Animation window "Animations" dropdown is not disabled but can't be opened when the Animation is opened not on the GameObject

How to reproduce:
1. Create a new Unity project
2. In the Project window, right-click -> Create -> Animation -> Animation Clip
3. Open the created Animation and observe the dropdown in the upper-left corner

Expected results: The dropdown is greyed out because it can't be opened
Actual results: The dropdown is not greyed out but can't be opened

Reproducible with: 6000.0.71f1, 6000.3.11f1, 6000.4.1f1, 6000.5.0b1, 6000.6.0a1

Reproducible on: macOS Tahoe 26 (M1)
Not reproducible on: No other environment tested
