Steps to reproduce:
1. Create a VR Template
2. Open the "SampleScene.unity" Scene
3. Switch to Android Platform and build to a Quest 2/3/3S device
4. Once the application loads, open the Meta Universal Menu (with the right controller home button)
5. Put the headset to sleep, then wait for 1-2 minutes
6. Wake the HMD, confirm that the headset is now at the floor level and background environment is locked to the headset movement
7. If the issue doesn't reproduce on Step 6, repeat from step 4
Actual Result: HMD is locked to the floor level and background is locked to the HMD movement when waking up the HMD after second forced sleep (See attached ActualResults.mp4)
Expected Result: HMD retains the same level of height and background is not locked to the movement of HMD when waking it up with Meta Universal Menu
Reproducible with: 6000.0.73f1, 6000.3.13f1, 6000.4.2f1, 6000.5.0b3, 6000.6.0a3
