UI Viewport can be zoomed in/out regardless if the zoom is disabled or not

Hi, The option to disable viewport zooming is under the "UI Builder" header, its not for the UI Viewport.

Steps to reproduce:

Create and open a new project
Create and open a new UXML file in UI Builder
Instantiate the UXML in Hierarchy
In Project Settings -> UI Toolkit, enable "Enable in-scene UI Authoring" and "Disable Viewport Zooming via Mouse Wheel/Trackpad" options
Expand the instantiated Panel in Hierarchy
Select the UXML file child of the Panel and in Inspector press "Open in Context"
Use the mouse scroll to zoom in/out in the UI Viewport
Observe the UI Viewport

Actual results: Nothing happens

Expected results: The viewport is zoomed in/out

Reproducible with versions: 6000.6.0b1, 6000.7.0a1

Not reproducible with versions: 6000.0.77f1, 6000.3.18f1, 6000.4.12f1, 6000.5.1f1, 6000.6.0a7 (Unable to open UXML in context)

Tested on (OS): Windows 11 Pro (25H2)
