Project Auditor - Exporting 'All' after filtering only shows filtered items

if you apply a search that reduces the number of entries and then perform an export for 'All' it only looks to export the filtered items and not the entire list:

Steps to reproduce:

1.  Go to Code - Code Issues
2. Enter a search that reduces the number of results
3. Click Export - All
4. Notice the export doesn't contain all items it only contains the filtered ones

Actual results: Exporting after filtering only shows filtered items

Expected results: Exporting All should export all issues
