How to reproduce:
1. Download the attached “usd_import_issue“ project
2. Open the “SampleScene”
3. Observe the Scene view

Expected result: The object’s Transform is correctly applied, and the text on the sign spells “DO NOT ENTER”
Actual result: The Transform is incorrectly applied, and the text on the sign is inverted

Reproducible in: 1.0.0-pre.1 (2023.2.16f1, 6000.0.0b13)
Could not test with: 2021.3.36f1, 2023.3.22f1 (package is not supported)

Reproducible on: Windows 10, Windows 11
Not reproducible on: No other environments tested

Note: It is possible to correct the transform by applying a negative scale and rotating the object
