Tutorial Window Highlighter Renders Behind Inspector Header After Docking

Steps to reproduce:

1.  Create a project with MR Multiplayer Table Template
2.  Follow the Network Setup tutorial provided
3.  Observe when the window highlighter (i.e., the blue ping) is on the Inspector
4.  Undock the Inspector window and then dock it somewhere else
5.  Observe the behavior of the highlighter UI after redocking

Actual results: The highlighter/ping animation appears behind the Inspector Components header/name, making it partially or fully obscured

Expected results: The highlighter/ping animate correctly and appear above all UI elements, including the Inspector header

Reproducible with versions: 6000.1.0b13

Tested on (OS): Ubuntu 22
