Reproduction steps:
1. Open the attached project “ReproProject“
2. Build and run to Meta Quest
3. Connect a mouse through Bluetooth to the headset
4. Move the mouse
5. Observe the result
Expected result: The mouse cursor that is placed on the canvas moves around, the mouse delta updates and the mouse position is locked to the center.
Actual result: The mouse cursor doesn't move, the mouse position and delta stays at 0.
Reproducible in: 1.5.0 (6000.0.52f1), 1.8.0-pre.2 (2022.3.63f1), 1.8.0 (6000.0.36f1, 6000.0.52f1, 6000.1.8f1, 6000.2.0b8), 1.14.0 (2021.3.52f1, 6000.0.52f1, 6000.1.8f1, 6000.2.0b8, 6000.3.0a1)

Notes:
- 2022.3.63f1 reproduces on Input System package version 1.8.0-pre.2 but got fixed in 1.8.0
- The versions in the "Reproducible in" section still reproduce the issue in 1.8.0. Additional testing on 6000.0.52f1 shows that the issue was still present in Input System package 1.5.0
- Versions in the "Reproducible in" and "Not reproducible in" sections are tested against 1.14.0 version of the Input System package
- Not reproducible in Editor
