"Core" Template Category is selected by default instead of "All Templates" when creating Projects in HUB

Steps to reproduce:

1. Open Unity Hub
2. Click "New Project"
3. Observe the Category list on the left hand side

Actual results: "Core" category is selected

Expected results: "All templates" category is selected

Reproducible with versions: 3.11.1

Not reproducible with versions: 3.11.0
