How to reproduce:
1. Open the project "IN_20227"
2. Enter the Play Mode
3. Scroll using a touchscreen
Expected result: scrolling
Actual result: not scrolling
Reproducible with: 1.4.4 (2021.3.15f1, 2022.1.23f1, 2022.2.0f1, 2023.1.0a21)
Couldn't test with: 1.4.4 (2020.3.42f1) (due to warnings in the Console)
Reproducible on: Windows 10 Pro
Notes:
- Couldn't test with the old Input System
- Couldn't test with other package versions due to hang in the package manager while downgrading the package version
- Also reproducible in Player
- Not reproducible on a new project
