Blackboard has redundant scrollbar when no properties created

Steps to reproduce:

1. Open a Unity URP project
2. Create a new Shader Graph asset in your assets via Create > Shader Graph > URP > Lit Shader Graph
3. Open your new Shader Graph asset by double clicking on it
4. If it is not already, toggle on the Blackboard

Actual results:

The Blackboard pane has a scrollbar that isn't needed
 

Adding a property will make it go away.

Expected results: The blackboard does not have a scrollbar when there are no properties.

Reproducible with versions: 

• 6000.0.11f1
• 2022.3.36f1
• 2022.1.0a1

 

Not reproducible with versions: 

• 2021.3.40f1
