Editor hangs on "Application.Shutdown.CleanupMono" when exiting it and using Sub Scenes

How to reproduce:
1. Open the “Editor_SubScene_Exit_Freeze“ project
2. Open the “SampleScene”
3. Enable the “SubScene” in the Hierarchy
4. Enter Play Mode
5. Exit Play Mode
6. Repeat steps 4-5 at least 3 more times
7. Exit the Editor

Expected result: Editor exits successfully
Actual result: on the exit window Editor hangs on "Application.Shutdown.CleanupMono"

Reproduced on: Windows 11

Notes:
1. Not reproducible when “SubScene” is disabled
2. To consistently reproduce, the “Library” folder should be deleted after closing the project every time
3. Message logged to the Console when entering Play Mode for the first time:
