Dragging "Importance" below 1 or "Max Send Rate" below 0 triggers a baking pop-up even though the clamped value does not change

How to reproduce:
1. Open the attached project "Netcode"
2. In the Project window, select the "GameObject' Prefab
3. In the Inspector, drag the "Importance" value below 1
4. Observe the results

Expected results: No "Baking" pop-ups appear because the value doesn't change
Actual results: "Baking" pop-up appears as long as you drag the value

Reproducible with: 1.13.2 (6000.0.78f1), 6.6.0 (6000.7.0a1)

Reproducible on: macOS Tahoe 26 (M1)
Not reproducible on: No other environment tested
