"The following asset(s) located in immutable packages were unexpectedly altered" Warning is thrown when creating cross platform builds or duplicating Build Profiles

Steps to reproduce:

1. Create a new 3D URP project 
2. Create a Build Profile for a platform thats different from the Editor platform (IE on Linux Editor build for Windows, or on macOS build for Web)
3. Switch to the created Build Profile
4. Wait for background compilation processes to finish
5. Build and run the project
6. Observe the Console window

Actual results: "The following asset(s) located in immutable packages were unexpectedly altered" Warning is thrown for the RuntimeDebugWindow_PanelSettings asset

Expected results: No warnings or Errors are thrown when building a blank URP project

Reproducible with versions: 6000.6.0b1, 6000.6.0b3, 6000.7.0a2

Not reproducible with versions: 6000.0.79f1, 6000.3.18f1, 6000.5.3f1, 6000.6.0a7

Tested on (OS): macOS 26.5.1, Ubuntu 24

Notes:

• The issue does not occur again after it was triggered, unless the Library was cleared or refreshed
• The issue also occurs when duplicating Build Profiles. Can be triggered by replacing the build process in Step 5 with duplicating the created Build Profile
• The issue does not occur when building or duplicating Build Profiles that are native to the Editor platform (Using the Mac Editor to build macOS standalone build)
