How to reproduce:
1. Create a new Unity project
2. Go to Window -> Package Management -> Package Manager
3. Go to Unity Registry and search for the "Multiplayer Services"
4. Select the package and observe the tabs

Expected results: The "Samples" tab is not available because it is empty
Actual results: The "Samples" tab is still available even though no samples are available

Reproducible with: 6000.5.2f1, 6000.6.0b2, 6000.7.0a2

Reproducible on: macOS Tahoe 26 (M1)
Not reproducible on: No other environment tested
