TalkBack announces a redundant "checked" on top of the "on" state for Toggle accessibility nodes

Steps to reproduce:

1. Open the project at [Internal link]
2. Buid & run for Android
3. Tap the UI Controls button
4. Check the Toggle Element
5. Turn TalkBack on
6. Tap the Toggle Element

Actual results: TalkBack announces a redundant "checked" on top of the "on" state.

Expected results: TalkBack only announces the "on" state.

Reproducible with versions: 6000.0+
