Tile Palette's Brush Pick Overlay's list scrolls unprompted when the last item in the list is selected

Steps to reproduce:

1. Open the attached Project and Scene "Level"
2. Open Window > 2D > Tile Palette
3. Open the Brush Pick Overlay (Eye Dropper in Tile Palette)
4. Select the first item in the list
5. Scroll to the very bottom and select the last item in the list
6. Slowly scroll up the list

Actual results: List scrolls back down to the bottom when scrolling up

Expected results: List doesn't scroll unprompted

Reproducible with versions: 6000.7.0a2

Not reproducible with versions: 6000.0.0f1, 6000.0.79f1, 6000.3.20f1, 6000.5.4f1, 6000.6.0b4, 6000.7.0a1
