Tile Palette's Brush Pick Overlay's Label and dropdown arrow is obscured when the Overlay is resized to the smallest possible size

Steps to reproduce:

1. Open the attached Project and Scene "Level"
2. Open Window > 2D > Tile Palette
3. Open the Brush Pick Overlay (Eye Dropper in Tile Palette) and expand it
4. Resize the Overlay to the smallest possible size
5. Observe the Overlay's label when the Overlay is expanded

Actual results: Overlay's Label is obscured and the expansion arrow is almost obscured to the points where users can't click it precisely

Expected results: Overlay and expansion arrow aren't obscured
