UI Authoring "Scene View" section header overlaps other elements when the Preferences window has smaller height

Steps to reproduce:

1. Create a new URP project
2. Go to Settings > Preferences
3. Navigate to Colors > UI Authoring
4. Click on the "USS" tab (reproduces with UXML too but requires smaller window height)
5. Observe the "Scene View" text at the bottom

Actual results: The "Scene View" section header renders on top of other elements, causing overlapping

Expected results: The "Scene View" section header should stack without overlapping

Reproducible with versions: 6000.6.0b4, 6000.7.0a2

Can’t test with versions: 6000.5.4f1 (UI Authoring settings unavailable)

Tested on (OS): macOS 26.5
